The Study Circle conducts two identical programmes, Foundation Course-I & Foundation Course-II, every year as per the details given here. The first programme starts in the first week of June every year and second programme starts in the first half of November. Both these programmes are of four & a half months duration. The candidates can select any one of the two programmes according to their convenience. Thus, there is no difference between Foundation Course-I and Foundation Course-II.
 
     
   
 
It is important to bear in mind that it may not be possible to enroll all candidates who seek enrolment for this guidance. Enrolment in the Study Circle is available on first come firsts served basis. Candidates enrolled for this guidance have to commit themselves for four and a half months from 1st week of June to 3rd week of October.
 
 
 
  B - Prelim-cum-Mains (Foundation Course - II) – November Batch  
 
The guidance at the Study Circle is primarily oriented for the sake of giving to the candidates a feel of the chosen optionals, imparting techniques needed for writing answers to the questions in the examination and helping candidates to tune themselves to the needed wavelength. The duration of this programme will be four and a half months from first half of November to the third week of the March every year.
 
     
 

The details of the areas to be covered in each batch are: 

 
 
  1)
During the term of 4 1/2 months the members will be spending a minimum of four/five hours every day in the Study Circle. The time period would be divided between General Studies and one select optional (any one out of History, Sociology, Public Administration, Geography , Law, Commerce and Psychology). In case of Hindi medium, the courses available with the Study Circle are only for General Studies/Essay, History, Sociology, Public Administration and Geography.

During this period, the candidates would be helped to gain a sharper perception of the areas of importance along with practice in writing answers for Main Exam while objective-type tests will be held for Prelim Exam.
     
  3)
The object of the Study Circle is to impart a panoramic view of the ground covered by any subject . Generally, select themes or topics would be covered in case of optional subjects in the sittings at the Study Circle with a view to impart a clear understanding of the fundamentals involved. The candidates would be expected to cover certain areas of study on their own as per some general instructions given to them with regard to such areas.
 
     
   
 

The Kothari Committee of UPSC, in its report, has listed the qualities that should be rated in the interview as, "clarity of expression, grasp of narrative & argument, reasoning ability, appreciation of different points of view, awareness and concern for socio-economic problems, range and depth of interests and personal attributes relevant to interaction with people".

The Interview Board necessarily sets about its task with great tact for it recognizes that the personality of an individual is elusive. The test employs subtle ways to arrive at an assessment . The viva is not a cross examination . It is an urbane and relaxed way of encouraging the candidate's self-expression in terms of his attitude and aptitude. The board then makes its own judgement of the relevance of his qualities to the administrative potential required for a job in Civil Services.

The Study Circle does no seek to fit a candidate with a new personality for the occasion. Its role in some ways is paradoxical, as some educational tasks are. It seeks to disturb the smugness among the candidates over their having crossed the hurdle of the Main Examination, and at the same time to fill them with confidence in a new capacity to take another test, this time orally.
